A MUA/HA can change anyone just about, into almost any level of beauty you desire, with any look you desire. That's what they get paid to do. MUA/HA being make-up artist and hair artist. Sometimes that's one person, other times you have a person for each, with their associated assistants as well. It depends on the contract and money on the particular photo shoot.

Now does that mean any person can be a model? Of course not. It just means you can enhance the heck out of what you have to work with, and the final product goes through a few stages of polishing. Example below.
