It sounds like a compliment, but what does that term mean in relation to JJ?

Seriously, it means a lead RB that can carry the load.
 
A Bell cow is a tamed steer used to lead other animals through corrals at the command of the cowboys. Cowboys put a bell around its neck so it could be identified and wouldn't get mixed up in the ship=to-the-slaughterhouse corral.The term is used to mean "leader".

No really. In football terms it's the "leader" who carries the offense, so to speak. It's more then just a "leader", pertaining to football.
