When do they set up the practice squad?

Just wondering... Everywhere I read has mentioned the PS candidates, but I don't recall when they have to set it up.

I saw on ESPN last night them talking about one team setting theirs up today. But I don't know if that was speculation or fact.

If a player clears waivers and meets the requirements (number of games played) the Cowboys can place them on the practice squad. Our players will clear waivers at 11am today.
