Why do you think @Risen Star has so many rules and structure in his annual mock?

Flakes are a part of it. Some people just don't put any significance to holding up 25 to 30 other people who are trying to do something.

80/20 rule. 80% of people will follow rules, 20% of people won't. Also, 20% of the people cause 80% of the problems.
