Actually, I'd probably hire Troy as the GM -- but not without a long interview. I think I know what he would be looking for in players and coaches, and I think he would be able to work within my discipline, accountability and responsibility guidelines.
Then I would get with Troy and go find an innovative HC that understands the big picture of football - offense and defense, and that his biggest role is to motivate, discipline, instill accountability and monitor the teachings of the coaches. Probably a younger guy with lots of energy, but not friends with any of the players.
Then I would make sure to hire a real numbers guy to work the contracts within the salary cap.
Then I would get all three of these guys GM, HC, money guy together in one room and decide the realistic goals of the current team based upon the current talent and what meeting the goal is, exceeding the goal, and being exceptional means........as well as what it means if they fail the goal.
What is the bonus if succeeding and what is the punishment for failure?
Then they need to get this same information out to the players and the other coaches.
Then I would hire an outside evaluation group that gave me an honest evaluation of the people under me ( GM, Coaches, Players) so that I could get an outsiders view of the talent I have hired and where the changes need to take place. Take that evaluation along with the evaluation the GM and Coaches would have to give me after each game week, and I would have an idea where the problems are and who isn't seeing or resolving the problems.
Then I could set back each week. Watch the game. Wait for the evaluations, and praise/hold accountable each week.
At then end of the year, if goals are met, we reset new goals and work towards the next year. If not, the evaluations should tell me where the system weak link is at, and we hold someone accountable and make changes. Always evaluating, always moving toward the big goal, always responsible, always accountable.
