Because he doesn’t have home run ability and since Williams is more of a bruiser, they look for change of pace with rb2 if they can get it.

For a lot of years, Emmitt didn't have "home run ability" either.

Blue might outrun Davis in a footrace, but the latter just seems to be more sure-footed at the line of scrimmage, where it counts.
