He would have to be included on the roster of players. I'm pretty sure it's not against the rules, and this kind of thing did happen in the stone age of the NFL.

Normally, I wouldn't think this is a realistic option, but this is Jerry we are talking about who once justified wasting a roster spot on a "cold weather kicker", so anything is possible in Jerryworld.

21 games started (missed 2025 due to injury), 5-16 record, 339/556 passing (61.0 percent), 3899 yards, 21 TD's, 16 picks, 82.7 rating.

In his last season played (2024) he was 2-10 with the Titans with 13 TDs and 12 picks.

I'm glad you brought up developmental, I heard someone on a podcast mention that we're seemingly looking to get away from these project players and spending all this time to develop them. I think they were talking about Milton vs Howell and how they still viewed Milton still more as a developmental qb

no, sam darnold and Geno smith once referred to as developmental, it can work. Malik Willis next one to see if Miami is correct, your 3rd EM QB should be similar, while you have firmly implanted Vet like dak.

The NFL had to deal with this a few years ago with another team and implemented policies for dealing it.

I think the NFL Commissioner has to approve it and it's not a quick decision as it would require looking at his contract, interviewing the coach-player and likely team officials.

The reason is because the NFL doesn't want teams getting around roster/PS limits by storing players on their staff unless/until they need them so they can add them later to their roster.
