True but he isn’t good enough to be on anyone’s 53 according to the nfl. He may be waiting for an injury so he can skip the PS though.
There's more to being on the 53 than just "good enough".

Need and risk are also factors.

Not sure why some people hate Milton so much. I think some people placed their bets for NFL acumen coin, and now have to face facts. Milton is a Dallas Cowboy.

Really, he played last year and the year before that. He certainly is better now than he was then. He almost won the number 2 spot this year and he was on the original 53.
They took calls on him and protected him while teams filled their rosters. They knew who was interested and then once those teams filled up their rosters they released him to get the running back that they claimed with the educated hope that they could get Milton back.

The bottom line is that they knew they had a good chance of getting him back and held that spot for him.

He didn't almost win anything. They released him. He cleared waivers. Browns have Deshaun Watson who sucks, Dilion Gabriel who sucks, Shedeur Sanders who sucks....Taylen Green who may or may not suck.....and they said no thanks. Dolphins said no thanks. Arizona said no thanks. Man open your eyes. Look I was wrong too. I can admit it. We were wrong we thought he was good enough to be backup....the league said no he's not. Beating up on a bad Cardinals preseason squad didn't prove he can play to teams. Just what it is.

I hope you’re not referring to me in hating Milton. I could care less one way or the other. If the cowboys or another team thinks he can develop, so be it. But it doesn’t appear that way.
