My Mom met Roger Clemens once at the Aiirport in Toronto and told him he is my favourite baseball player of all time. Does that count because he pitched in Houston? ie. Texas? I am avid BBQ'er, coes that count? I would form a committee of Ex-players, coaches, personnel experts along with some city leaders and direct them to make an extensive search for the very best GM candidate they would recommend.

Have been a GM in the past albeit at a much lower level of football.

Learned very quickly that if you hire good people with strong track records, good things happen. There are also some people who just know how to win - you should stack up on as many of these as you can.
