They only have $4M in cap room, so the lack of interest could be that more than anything else. They could not afford him unless they got very creative.

It seems likely that he'll sign with the 'skins. I think money aside, Jaccson wants to play there. To play with RGIII and a little bit of getting back at Kelly. Him and Koepernick would probably be two peas in a pod as well though so the 49ers would be a good fit (and DeSean would be wise to consider them above the skins).
