Because that is how Garrett coaches.. It's the same pattern when he was interim HC and Romo went down..

He sucks and outside Romo he can't come up with anything other than trying to have his defense produce TOs at a ridiculous rate while coaching offense conservatively, hoping to win..

The problem is more with us than those QBs. Hell, even Romo had a losing record from 2010 to 2013.
