i remember this guy used to high step along the sideline and coax defenders into hitting him while he stole yardage and drew cheap flags for taking the hit with like one foot in and one foot out of bounds .

not really. Wentz was a good prospect, but he likely would have failed in Cleveland due to the lack of weapons there. While I do think Wentz will become an above average starting QB, I don't think he is a generational talent and whether it be in 2017 or 2018, I'm willing to bet Cleveland will have a chance to get a similar prospect.
