They are not 100%. There are rare cases where people still have kids. My sister had 2 kids after her husband had his. He went in for a 2nd procedure after that. Then they adopted 2 more .

Fwiw, the last several have been with his wife. At some point it was certainly irresponsible, but you're right it may not be the case now.

edit: just based off the article here, he last 6 kids have been with his wife, so to paint this picture that he's just irresponsible...is irresponsible.
