Very quietly, and hopefully, the NFL might have fixed this helmet rule on tackling a few days ago.

“The committee resolved that there will be no changes to the rule as approved by clubs this spring, which includes no additional use of instant replay," NFL executive vice president of football operations Troy Vincent said in a statement. "The committee also determined that inadvertent or incidental contact with the helmet and/or facemask is not a foul."
That is critical. If referees don't throw flags for inadvertent or incidental helmet contact on tackling, then everything should be fine. However, there's interpretation, and one crew will see it differently than another crew like we see with pass interference, illegal contact, etc.
We'll see how this plays out, but a glint of hope is nice.
