Bingo. See it a lot right now in the development boom we are still having.
Land prices, development cost and material costs in general have jumped up considerably since the downturn, playing a hand into what developers can/will build to give them a profit.
Financing banks/lenders also have a say in what can be built too, since they are fronting the money up front.

I'm working on the design a 6 acre project where the developer wants to shove 70~ luxury townhomes in.
The cost of the land, and infrastructure will cost a lot(7 figures), due to the location. No way they would build entry to mid level townhomes there. Probably would turn out a minimal profit, if any.

What I've seen is some developers for more affordable housing is go through HUD based financing but even then it can be strict and they have some guidelines they have, density per acre for example, that can kill projects.

Affordable housing is tough
As you said land cost and such not to mention property taxes
There is a place and market for all types of housing
The one a developer thinks is gonna make him money is the way he will go

Kind of impossible to build something that could rent for $2-300 per month.
Sheese,,,man, them old widow hens in trailer haven-ville I used to sometimes do charity work for, are raking in the take, to the tune of $900-$ 1400 per month rent on those single & double wide trailer houses they've been maintaining here in T-town

I'm sure they're nice, but the outside looks very boring and uninspired.
First thing that struck me as well ,upon first glance( I was actually straining my eyes to see if there were big blue lettering spelling out COWBOYS down the side of the stairwell)
