I'm not sure the Cowboys even offered $17 million/year. And even if they did the franchise tag would be $18 million so that is basically the floor.

If Cooper wants too much money and if Gallup shows he can be the #1 WR then I could see Dallas attempting to trade Cooper. Not during the season obviously but I could them use the tag if necessary and then do a trade.
