I think the main point of frustration is that there is zero consistency in the call.

If there was I think it wouldn't be as big of an issue.

Or better yet, if you're going to throw it then throw it when it happens rather than waiting until whether or not the pass was caught.

That's what drives so many fans absolutely batty.
