I seriously doubt Heath thinks of himself as a top safety, at least as a starter, so he should be able to be resigned for not much more than he's making now. But there are, for example, Ha Ha Dix and Anthony Harris, both 2020 free agents, that made about $3 mil a year before, they might be available for a price not much more than Heath would ask for, so if Heath wants too much there are maybe options to not only replace him, but upgrade the position.

He does have value, though no doubt the Cowboys can, and should, do better. Losing him wouldn't be a huge loss, and keeping him wouldn't be the end of the world..
