But seriously, with the corruption of Philadelphia's Narcotics Unit and this large bust in Philadelphia you have the makings of a pretty good movie. Where the corrupt cops, under investigation, go after the seized drugs while they are in transport to Port Arthur. The Cops under direct threat of the Los Zetas Cartel must steal the drugs back or be killed. You can promote the movie using real news broadcast and let everyone know it's based off actual events. "16.5 Tons" could be the title of the movie.
