I think the best case scenario is to have one less preseason game, or even no less preseason games. We all hate the preseason, and especially when people get injured, but I think the developmental aspect of it as well as the evaluation aspect of it are invaluable, especially in today's NFL where you can only see so much in practice because of the blistering pace of the actual game.
So, start the preseason a week early, everyone plays four games (including the Hall of Fame Game).
Tack on one regular season game in the beginning, and one at the end.
All teams will have a Bye in the first six weeks of the season, and in the last six weeks of the season. No byes for the middle third of the season.

This would ensure that there's some fairness in the bye scheduling for all teams, rather than the absurdity of Dallas having a Week 4 Bye and then having to play basically every week until February like it's looking for us now.
A typical Cowboys schedule would look like this.

4 Games Random (R) Opponents - 2 AFC, 2 NFC. Random Opponents cannot hail from the same conference...i.e. you cannot play Tampa and Atlanta in the same year. If you're playing the NFC East and the additional 4 are from the NFC West, the other random NFC opponents will be selected from the NFC North and the NFC South, and the selections will be completely at random - drawn from a hat, no "schedule-based" selection. This also stops the BS of us playing Green Bay for seemingly 4 years in a row. They could also make the rule that no team would be played twice consecutively in consecutive seasons.
Concessions would also call for:
* a 60-man game-day roster, with 55 of those players active/dressed.
* an additional 3 rounds in the NFL draft to compensate for the increased roster size
* an additional 10 slots per roster for off/pre-season evaluation and training camps
* bumping the practice squad from 5 to 8 or 10 players
All of this, though, is just how I would organize it if it were mandatory. For the record I'm still wholly against an 18-game regular season and wish they'd leave perfection alone.
