He was also IMO the best free agent QB available in the off season. I'm a old school type as far as QB development is concerned, I believe it takes years in 95% of the cases. So since the Cowboys have never found that part of the puzzle since Aikmen retired, I think Bledsoe was a reasonable signing for a stop gap situation.
And while he isn't the answer for this franchise for the long term, I trust Parcells opinion that Drew can help this team win games just like he's done for Parcells in the past.
So I'm really not sure what your argument is because I see no similarities between a QB which will start for us this year and a receiver which unless we have some injuries might not even get much playing time.
