Are you saying that because "Raiders selected Terrelle Pryor in the 2011 Supplemental Draft" their pick is skipped?

That is correct. The Raiders actually don't have a pick in the first 4 rounds of this Draft. All used up on QBs. Terrelle Pryor, Carson Palmer, and Jason Campbell.

They are. Picks rotate after round 1. It is explained in the OP.

When you lose out on strength of schedule ties with a team or teams in the 1st round, you rotate throughout the draft to help balance it out.
