5 year contracts for rookies?

On the pre-draft interview, Jerry said that teams can only sign players picked in the top 15 of the draft to 5 year contracts. But my understanding was that all first round picks had the option of a non-negotiable 5th year added after year 3 (for picks 1-10, average salary of top 10 at position, for picks 11-32, average salary of 3rd-25th at position).

Which is correct? If Jerry is right, pick 15 has a lot of value. If my previous understanding is correct, pick 11 has a lot of value.

They've mentioned several times on NFL network that a team might move into the late first round to get that 5th yr on a development QB. Take it for what it's worth.

It would be really unusual for Jerry not to know the rule though...I wonder what he was talking about...

Claiborne appears to have a 4-year contract, an option year would probably not show up in the reports.
