9 players on Practice squad?

Why do the Cowboys have only 9 players on Practice squad right now? (according to roster on website).

Why would you ever want to have less players on your books than you are allowed to carry?

They can build a 300 million dollar headquarters and practice facility but can't find a summer intern to update the roster on their website....

Vince Mayle was added to the practice squad mid October. They are at their ten player limit.
