how does that work, for example, the Pats franchise Cassell then traded him, then they are about to trade for Peppers who is franchise, what if Peppers decides not to sign a long term contract, would he still have the franchise tag over him, reason why Cassell was traded and still hasn't signed a contract extension. so wouldn't that be a franchise franchising 2 players in one off season..... just a question

You can trade for whatever you are willing to accept and they are willing to pay. Not complicated at all.

What if Peppers get traded but denies signing extension. What they are just on the hook for the 16mil with the franchise tags still on him.

Yes the new team would be. However, most teams have an agreement in place before the actual trade happens.

Yes, they will be on the hook because that is his current contract. He would not be the Patriots franchise player because they did not assign him as their franchise player. They are just stuck with his current contract, which is a one year deal worth lots of money. That is why they will probably try to work out a long term deal.
