5 better pass rushers, yes, but not 3-4 defensive ends. A 3-4 DE's responsibility is to occupy blockers to let the OLBs run free and run stopping, then pass rushing. I think Spears and Bowen are the best at doing that. Plus, Ratliff has always been better playing next to Spears because Spears takes up double teams. I considered Hatcher, Canty, and Tuck for this role as well, but I don't trust Hatcher's run stopping yet and I felt the defense was better last year when Spears was a starter in place for the injured Hatcher. I can go into my thoughts on what I think Rob Ryan was trying to do with Spears, but that would be pretty long and not related to this. I think Canty might be a better 3-4 End than Bowen, but again, character was a major consideration for my list, and in that department, both Canty and Tuck lost out.
JPP could cause havoc in a 3-4... but not on the line. He's ten pounds lighter than Ware. He'd be a good OLB, but would not last long as a 3-4 defensive end. He'd get swallowed up and his talents wouldn't be used very well. The reason JPP is not on my list is that at this time, I think Orakpo is a better 3-4 OLB than JPP would be.
