This thread is a ranking of the best quarterbacks for each decade. The formula is based on passer rating, specifically the number of times that a quarterback made the top 5 in the league. I adjust for championships. It doesn't make sense to exclude Terry Bradshaw in the 1970s, for instance.

1940s

Really, this is about 1942 or 1943 forward. There just isn't enough passing to matter before that. I also haven't seen AAFC stats. But Otto Graham was almost certainly the #1 quarterback. And Frankie Albert the #2.

In each decade, I let there be an overhang of about 3 years in either direction for a quarterback. So a strong year in 1951 can be counted. A strong year in 1956 would not.

Also, Cecil Isbell of Green Bay is a Hall of Famer who had a couple of strong years in the early 1940s. But he only played 5 years or so.
