I think this video is a couple-three years old, and this is the 3rd or 4th time I've seen it in here, Hoof...

The cop was too quick to tase the guy, for sure, but the guy was a belligerent idiot... all he had to do was sign the freakin' ticket, then fight it in court... sign the fool thing, then he's free to go back and satisfy himself that there was indeed a speed sign a short way back...

I swear, I'll never understand why ANYBODY thinks you can argue with a cop, and win... even if you're right, you'll lose... so let the judge sort it out, if it's that big a deal to you...
