I would kick the tires. No downside to bringing him in for a look. Plenty of dead weight on the roster that can be cut to make room- starting with Mo (half joking)

The guy wants to be a starter otherwise he'd still likely be with the Bucs. I don't think he wants to sit for the next 3-4 years.

I don't think the Cowboys have a good enough QB coach to maximize his ability, and clean up his issues.
