7:40 left in the game with 1 time out and the Bills take 4 minutes to run 6 plays.

How about going no huddle with a sense of urgency, instead of running the play clock down to 5 seconds every snap.

I'm convinced the NFL needs full time refs. Lots of training and watching film during the off season, tests on the rule book, maybe even one of those virtual reality things some of the teams have experimented with.
