Are comp picks in the new CBA?

If so where do we stand?

We lost Sam Hurd (3 years $5.15 million) and Stephen Bowen (5 years $27.5 million). But signed Abram Elam (1 year $2.5 million) and Kenyon Coleman (2 years 3.5 million dollars).

According to the old formula, Kenyon wouldn't count because he was released. And I assume Hurd signed for enough $$$ to count in the formula and cancels out Elam, which should mean a 5th or so for Bowen.
 
At this point the Cowboys could get a pick for Bowen. But if they sign more free agents that could change.

the only guy I would sign is Brian Watters and he was cut.

edit: and not to gain a comp pick, but off the top of my head I can't think of anyone who would come in and start
 
ok i'll go first. The eagles will still somehow get a bunch of picks and we will get a 7th at best . ;)
