If so, can they be signed outright or do we have to provide compensation with last team? Why not pursue OT Anthony Davis, heck even Patrick Willis. Davis is still very young.

Teams retain their rights or move them to a non football list.

If a player retires while still under contract with a team, the team retains their rights in case they decide to unretire and return in the future. The only exception is when the team specifically releases a player just as they would any contract player.

I think both of those players were under contract when the retired so their rights are still owned by the Niners.

Yes, rights are retained by the team. As long as they want to keep them.
Dallas kept Roger Staubach's rights for close to 10 years after he retired. Then relinquished them. No one claimed him safe to say. lol.

Yeah didn't Troy Aikman get cut when he retired so we could just absorb his whole salary cap hit in one year and get it over with. Technically, if I understand it right, he could have unretired and played for anyone.
