Can you repeat this right down to earth in a language that anyone here could easily understand?

Whoever Jason Powell is, I think he confused "$2 million over" the cap and "$2 million under" the cap (he said "reportedly," which means he read it someplace). As I've explained before, we have about $92.7 million in cap charges for 2006 right now, but that includes about $10 million in LTBE incentives that either will disappear or become NLTBE, plus another $1.79 million that will disappear when Dat Nguyen retires. That's about $12 million more in cap room without even cutting any dead weight (such as Jacob Rogers, Derek Pagel and Brett Visintainer, who have been on IR), without renegotiating any big contracts (such as Larry Allen) and without making any other cap moves (La'Roi Glover, Al Singleton, etc.).

Would you ever consider researching the Skins cap? There seems to be a lot of confusion on that one, including at the ExtremeSkins site. It appears they do not have a resident cap expert, like we do. ;) I'd really love to know how screwed they are this year with and without the CBA.

The other thing that makes this article bogus is that Campbell sucked this year and we aren't rushing back to resign him because of said suckiness.

I've already done it. If the CBA isn't extended before teams need to be under the cap, they'll have a lot of difficulty because the 30 percent rule will limit renegotiations. If the CBA is extended, they'll be fine, because they can renegotiate like normal and push more cap hits into future years.

I got a clarification on the 30 percent rule which would apply to my beloved Skins if there is no new CBA.

Many of my brethren are suggesting we can guarantee and prorate bonus money over 4 years, like PCinOz and the scout.com article which suggests we can save roughly $15 billion in restructuring bonus money alone.

Yet I'm hearing from others whom I hold in high esteem, things like this:

"Roster bonuses are considered salary paid and accounted for in the year they're earned. Those 06 roster bonuses are in those contracts in 06 to satisfy the 30% rule so changing them to signing bonuses and prorating them would leave the contracts in violation of the 30% rule because only the player's yearly salary would be left as a basis for future raises."

It seems like Snyder and company didn't have a contingency plan for what would happen without a new CBA. It could be really messy :(

Pocono at Extremeskins is very realistic and knowledgeable (see my other post)...and he's the one thats basically told me we are in deep straits if a new CBA is not signed.

There is an Eagles fan named Westbrook36 on extremeskins that was saying much the same thing, but I didn't put much credence into his words because well he's an Eagles fan, lol.

That is correct Roster bonuses, reporting bonuses ect. are counted towards the 30% rule of 'salaries" as definded by the CBA

Section 6. Salary Definition: For purposes of this Article, “Salary” means Paragraph 5 Salary, roster and reporting bonuses, prorata portions of signing bonuses, likely to be earned incentive bonuses, and other payments in compensation for the playing of professional football, as defined in Article XXIV (Guaranteed League-wide Salary, Salary Cap & Minimum Team Salary) below
