The agent for restricted free agent linebacker Ryan Fowler said he’s in a dialogue with the Eagles about an offer sheet for his client, but as of 12:30 this afternoon he said there was no offer sheet.

Alan Herman is also waiting on a response from the Titans.

Fowler visited Tennessee Thursday and Philadelphia Friday.

Two more teams are interested, but Herman wants first to fully assess the Titans and Eagles.

He said he’s waiting to hear from Titans General Manager Mike Reinfeldt.

“He’s indicated he’s going to make a proposal,” Herman said. “We told him we’d wait and give him the opportunity within reason. Obviously we hope that’s within this weekend.”

Dallas would have seven days to match a signed offer sheet.

If the Cowboys don’t match, they’ll get nothing in return because Fowler was tendered at $850,000 and was undrafted.

Herman has said the opportunity for Fowler in Nashville far exceeds that with the Cowboys, who have established starter Bradie James at middle linebacker.

The Titans are looking to set up a competition between Fowler and 2006 draft pick Stephen Tulloch.
