Jason Garrett couldn't light a fire under the Cowboys even with a match and gasoline. That's just his personality and that is the kind of coach that Jerrah likes because jerrah runs the show. Run Garrett off and Jerrah just finds another like him, probably Jeff Fisher. Look up his HC record and you will see what I mean.
It's sad that the Ram's owner, whom you would have to Google to identify, stays out of the way but hires a football front office,which is young and aggressive, which doesn't stand pat on mediocrity, fires Fisher, hires a 30 year old upstart, and the Rams are sitting at 11-4. It can be done just not in Jerrah's lifetime and not in Jerrah's way.
