All I know is that this story coming out was just another example of Pacman's past catching up to him once again.
The kid screwed up so many times he is never going to get the benefit of the doubt. The reason people will take the word of 'shady people' and investigate Pacman again and again is because he's an easy target. But he doesn't have anyone to blame for him being an easy target but himself.
