The Cowboys are the only team I know that does not value inside LBs and proves it by playing Safeties instead.

The Eagles LBs suck but I think it was not because the Eagles didn't try to be good there. Zack Cunningham looked good early in the year but he got hurt at one point and has not been the same since.
