You can't go by that "actual cap hit" (aka "restructured") because all you're doing is kicking the can down the road where all of that restructured portion is going to quadruple in later years. It's still going to affect the team whether sooner or later. The one thing that would be certain to help balance that budget would be a base max for QBs.
