The rule description is too subject to interpretation.

It should be simple.

If you grab a player by the back collar of the jersey and pull him backwards and down... then its a horsecollar... .enough of this "he grabbed the pads" or "he didnt".... same effect when pulled down in that direction...unless the jersey rips
