GREEN BAY, Wis. (AP) -- Though the Green Bay Packers say Brett Favre has put them in a difficult situation, they're prepared to welcome him back. The NFL announced Sunday that Favre will be reinstated and added to the Packers' active roster on Monday.

Commissioner Roger Goodell had held off on granting Favre's request for reinstatement for nearly a week, hoping Favre and the team could resolve their standoff.

''Although we built this year around the assumption that Brett meant what he said about retiring, Brett is coming back,'' said team president and CEO Mark Murphy. ''We will welcome him back and turn this situation to our advantage.''

The reinstatement will become effective at 1 p.m. EDT Monday, when Favre will be added to the Packers' active roster. By reinstating Favre, Goodell is following through on a recent promise to force action.

Earlier this week, the team offered Favre a long-term, multimillion-dollar marketing agreement that likely would have kept him retired. But Favre's decision to report to camp makes such an agreement less likely.

A trade remains a possibility.

''Frankly, Brett's change of mind put us in a very difficult spot,'' Murphy said in a statement released by the team. ''We now will revise many actions and assumptions about our long-term future, all predicated on Brett's decision last March to retire.

''As a result of his decision, we invested considerably in a new and different future without Brett and we were obviously moving in that direction. That's why this wasn't easy. Having crossed the Rubicon once when Brett decided to retire, it's very difficult to reorient our plans and cross it again in the opposite direction -- but we'll put this to our advantage.''

Could reorienting their plans include a competition between Favre and Aaron Rodgers for the starting job? Team officials have maintained that if Favre returned to the Packers, it would be in some role other than as the starter -- and have said Rodgers is their starter.

In his statement, Murphy said only that coach Mike McCarthy would ''talk to the team and the quarterbacks about the plan moving forward, and after he has done that we will share it publicly.''

Earlier Sunday, Favre's agent, James ''Bus'' Cook, confirmed that Favre planned to fly to Green Bay on Sunday and report to the Packers on Monday.

''That's the plan,'' Cook said in an e-mail to The Associated Press.

Favre could be on the field as early as Tuesday.

Favre retired in March but has been having second thoughts. Team officials have insisted they are moving on with Rodgers, though, causing tensions to rise between Favre and the team.

Team officials publicly have ruled out releasing Favre, fearing he would immediately sign with division rival Minnesota.

The team has a scrimmage at Lambeau Field on Sunday night, then does not have another scheduled public practice until Tuesday morning. Favre's arrival in training camp could cause a major disruption to the team, although he would not likely begin practicing with the Packers right away.

McCarthy has said the Packers had a plan in place should Favre report to camp. He first would have to pass a physical exam and a conditioning test, then would likely be limited to individual drills.

Goodell told the NFL Network on Saturday that he thinks the situation has lingered long enough.

''I think we have to force it,'' Goodell said. ''I think it's come to the point where there need to be some decisions made on behalf of the Packers, on behalf of Brett, on behalf of all the fans.''

Rodgers will have to fight for the starting QB job, no way he gets it.

He will want out on the first bus leaving leaving Green Bay.

Well, they're claiming that Rodgers is the starter, and that Favre's role wil be 'something other than the starter'.

I can't imagine they think he's shoe-horning himself back into their plan to simply sit on the sidelines and watch or 'mentor' as some like to call it.

Frankly, it's what he deserves and should get.

Whatever happens, at this point....................there's going to be chanting of "WE WANT FAVRE, WE WANT FAVRE, WE WANT FAVRE....."
Even if the Packers are up 21-3 at halftime of the first game, and Rogers is 9 for 13 with one TD and no INT's...................
Rogers' fate is sealed. Thanks to Brett Favorerereorreor and his hissy-fit, and the Keystone Kop Packer Management, Aaron Rogers is the guy who's going to take the biggest bite out of the poop sandwich when all this dust settles. The ONLY out for Rogers is for him to get shipped out of Green Bay and give him an honest shot at playing for a decent team.............without the ghost of Brat Favor hung around his neck.....

I agree, if I were Rodgers, if he doesn't win the starting job, he needs to go right to his agent and demand a trade. I think the Packers front office lied to him when they told him that he would be the starter and now all of a sudden he has to compete for the job. That would make me real mad if I were him considering he has sat patiently for 3+ years.

Favre is such a prima donna and publicity hound.

Even if he wins the "starting job" (of which the organization has his cards stacked to favor him), Rogers, at this point, will NEVER get a break in GB.
Too many Favrevoverorvere Faithfull, with their heads up there butts, will NEVER let go of their Favre fascination.
Favre, playing in that tiny market, is like an Idol up there. He's "god-like" in the land of cheese and nuts. Favre could be 60 yrs. old, and they'll STILL be shouting "We want Favre, We want Favre....."
Hell, they're still living off of "The frozen tundra, Lambeau Field, Vince Lombardi, Bart Starr, etc.........."
That's what happens when you succeed out in the boondocks, the back woods. They have nothing else to live for up there. Once in a generation, the Packers get decent, and the otherwise walking dead get a life for a few years. Favoververoroverervervor brought that back to the zombies in Wisconsin for a few years, and now they can't get an erection without Favre hanging around.
It's a sad state of affairs, and Brat Favor is playing it to it's perfection. And poor Aaron Rogers is the whipping boy and the poor soul who's going to bear the brunt of this dysfunctional lot.
The only answer, at this point, is to let the spoiled Brat Favor start and let Aaron Rogers move on to a potential decent shot at a normal life as a QB in the NFL................

i would say that you guys have underestimated Packer fans. I would say that most are upset about how FAvre has handled this situation and many were upset he unretired. While managment has also screwed this up, Favres prima dona attitude has turned off a lot of Packer Nation. I was excited to see what Rodgers could do but also realize that FAvre probably gives the Packers teh best chance to win this year.

Either way tho, Ted Thompson has his head in a noose and we won't know until after the season if he hung himself....

If they don't want the drama in Green Bay, they release the guy. If they want something for having him wanting to play again, trade the guy.

Just because the guy can't make up his mind about whether he wants to retire or not does not completely ruin Green Bay's plans unless they allow it to. The fact that they've allowed it to just speaks to the ineptitude of their team's leadership.

12 million cap hit. Packer were 30 million under the cap before Favre return and Grants signing. They should still be about 15 million under.

Rodgers should ask for a trade now. REALLY force their hands!

I absolutely love it! The "glorified" can do nothing wrong Packers, in total disarray. I always wanted Favre to leave, but NEVER did I expect it to be so enjoyable. This guy is quickly becoming a favorite of mine on so many levels. This Cowboy fan (Favre) has, and is continuing to, punch the packers square in the face, over and over----and I LOVE IT!

There was never any question in my mind as to weather Favre would remain a Packer.
