They didn't offer him $27 Million.
Both sides had actually already agreed to terms on a 5 yr $70 million contract until Gregory backed out at the last second, because Denver offered the exact same deal without the suspension language.

When someone offers you that kind of money they want you.
It doesn't mean they will chop of their left nut too just to prove it.

Simple enough. They weren't dumb enough to guarantee millions of dollars to someone that couldn't quit smoking weed to avoid suspension.
As I stated the 70 million dollar offer proves they wanted to keep him, they just wasn't willing to cut off their left nut on top of it.

I think the 70 million dollar offer was to safe face. I think Jerry wanted him but Stephen didn't. So Stephen threw some clauses in there he knew Gregory wouldn't agree to.
