The Cowboys need to finalize their 53-man roster on Saturday, and Phillips explains that they still have a lot to figure out, especially at quarterback.
Like the rest of the league, the Cowboys will monitor the waiver wire this weekend for possible free-agent help across their roster. Jones was asked specifically about whether the team needs a veteran backup to Prescott while Romo is sidelined.
"We’ll evaluate everything," Jones said. "Don’t want to commit one way or another. We’ll see where we end up. We want to make the best decision possible for the team."

The Cowboys can put Tony Romo on their active roster and hope he heals fast or put him on IR, Archer explains.
The Cowboys can choose to carry Romo on their active roster hoping he would be able to return closer to the six-week time period, or put him on injured reserve, which would knock him out for the first eight weeks of the season.
To be eligible to return this season, Romo has to be on the roster through Saturday when teams cut down to the 53-man roster limit.
"It's a difficult one," executive vice president Stephen Jones said. "We're going to wait right down to the last minute and still gather information."

Showers, however, left a lot to be desired in what was the longest outing of his two-year career. He spent much of last season on the Cowboys’ practice squad as receiver/defensive back/quarterback.
His inexperience was the main reason the Cowboys were going to be looking outside help quarterback for a veteran presence behind Prescott.
And while the Cowboys liked some of the things Showers did Thursday his lack of nuance was evident, while completing 10 of 20 passes for 91 yards with one touchdown and one interception.

One guy in the trenches who did show up was McAdoo, who had at least one sack and two tackles for loss. He looks like a serious challenge to Ryan Russell if Dallas decides to go with nine defensive linemen. Okoye would be another challenger there, since all he did was make tackles all game.

Dak Prescott's college coach, Dan Mullen, explained the most important trait in a quarterback: Being a winner.
"I honestly thought Dak was one of the better players in college football last year, and I think at the quarterback position," Mullen said. "I thought he might have been the top quarterback. Now there were some guys maybe that had some attributes that people would be attracted to better but to me one of the most important things that I look for in a quarterback is being a winner. That’s one thing he is and so that’s one of the things that shocked me that he did drop so low as someone that was a winner at the level he was at."
"To me, a winner as I try to evaluate it is someone that does what it takes for the team to win. There are certain guys, there are certain times, certain games that you’re going to win handing the ball off, checking the ball down, managing the game, getting it to other people. I think a lot of people look and they’re looking, ‘Hey, let’s look just at release, let’s look at arm strength, let’s just look at foot quickness or speed or ability to run.’ Those are traits to me that when I look for a quarterback are further on down the line and it’s some of the intangibles which are harder to evaluate but it’s some of the intangibles that you’re constantly trying to find in quarterbacks that are going to help you win. I think the most important thing is when that guy steps in the huddle and that guy looks at his teammates, there’s ten other guys on the field with him and there’s a bunch more looking on from the sideline saying, ‘As long as we have him in the huddle we have a chance to win the football game.'"

Dallas still has the NFL's best O-line—by a wide margin. It underachieved last season, and you can't help but wonder if the departure of line coach Bill Callahan was a factor. With the loss of Tony Romo, some of the experts are hedging their bets on the Cowboys, but there is a little love being thrown in the direction of Dak Prescott. In fact, there is enough love that everyone is somebody's choice in this wide open division, and six pundits make the Cowboys their outright pick.
Maurice Jones-Drew: Dallas Cowboys. Dak Prescott/Tony Romo, Dez Bryant and Ezekiel Elliott will make up for a mediocre defense and get this team back to the postseason.
Elliot Harrison: Cowboys. Taking a chance on Dak Prescott here. Dallas stays in the race until Week 8. Tony Romo will return by then, with key defensive players also back in the lineup.
David Carr: Cowboys. I want to pick the Giants, but their offensive line makes me nervous. If Romo plays more than five games, the Cowboys win this division.
Chris Wesseling: Cowboys. With Ezekiel Elliott entering the league at the superstar level, the offense is loaded enough -- yes, even without Tony Romo for at least the first couple months -- to carry a questionable defense for the second time in three years.
Colleen Wolfe: Cowboys. Dak leads them to the division title, and Tony Romo cries himself to sleep in a Fort Worth motel.
Adam Rank: Cowboys. Somebody has to win this division, I guess. Looking forward to the Dak Prescott era.
Oddsmakers say Ezekiel Elliott has potential for 2,000 rushing yards - David Humphrey, Fort Worth Star Telegram
Seven players in NFL history have managed to eclipse the 2,000 yard mark, most notably Eric Dickerson who holds the single season rushing record. According to the oddsmakers, Cowboys rookie Ezekiel Elliott is the second most likely back to achieve that standard this season. With the Cowboys offensive line and the team being led during the first part of the year by a rookie quarterback, it makes sense to look for Elliott to carry the lion's share of the load. While it is not likely, the two thousand yard mark should not be ruled out.
Elliott’s odds of rushing for 2,000 yards rates third at 10 to 1, behind favored Todd Gurley of the Los Angeles Rams (7 to 1) and veteran Adrian Peterson of the Minnesota Vikings (9 to 1).
