The NFL has decided on the slew of proposed rules change and bylaws.
The NFL has voted in some new rule changes for the 2014 season in addition to running an experiment in the pre-season on another proposed rule change. Other proposals were tabled until later.
Changes:
1. During replay reviews, officials will be allowed to communicate with the the league command center in New York for help in determining the outcome of the review.
2. The uprights will be extended by five feet to make rulings on field goals easier.
3. Adding protection from blocks where a player's legs is rolled up on from the side, adding to the prohibition of blocking the legs from the back.
4. The clock will no longer be stopped on a sack in the final two minutes of either half.
5. "The NaVorro Bowman Rule" where recoveries of fumbles can be reviewed.
6. Defensive penalties behind the line will be enforced from the previous spot.
Other changes included outlawing celebration "dunks" over the crossbar and a renewed crack-down on taunting. Also, during the preseason for two weeks the NFL will experiment with moving the PAT back from the 2-yard line to the 20-yard line. This would make an extra-point kick of 37 yards.
Changes that were tabled include:
1. Permanently moving the PAT to the 25-yard line.
2. Using fixed cameras on all boundaries.
3. The elimination of overtime in all pre-season games.
Rule changes that were voted down include:
1. Moving the kickoff from the 35-yard line to the 40-yard line.
2. Use replay to review personal foul penalties.
3. Permit a coach to challenge any officials decision.
