Can someone explain how the waiver wire works?

I know the basic fundamentals of the waiver wire, but I would like as much detailed information about it as possible. For example, is there a scheduled time each day for the waivers to begin or does it begin as soon as a player is released? how exactly does one go about getting signed off waivers? Also, how long does a team/GM have to decide on whether to sign the free agent? Can a player refuse claims from another team? etc, etc.

For example, is there a scheduled time each day for the waivers to begin or does it begin as soon as a player is released?Its suppose to be 24 hours from the release. how exactly does one go about getting signed off waivers?Each team can put a claim within that 24 hours and the team at the top going by record, worse to best get first dibs. Also, how long does a team/GM have to decide on whether to sign the free agent?Within the 24 hours, if a player clears waivers he becomes a free agent. Can a player refuse claims from another team? etc, etc. Not if he wants to play, though it might be possible if the team claiming him decides to waive him for it. Now a vested veteran (4 years or more of service) doesn't go through waivers and is automatically a free agent.
