It's my understanding that the blown whistle only applies to plays involving the precious QB. So if a runner fumbles and there is an inadvertent whistle, they allow for a continuation of the play. Meaning at the very least had Pacman picked it up, it would have been Dallas Ball at the one.

In this case, the whistle was blown cuz the ref called it a TD. So the play ended right then and there. So, no, if Pacman has picked it up, it still would have been Eagles ball at the 1.
