The black and white cat is sitting in a spot/area that "belongs" to the orange cat. The orange cat is telling the b&w to shove off. The b&w is either standing his ground and preparing for a hostile takeover, or is waiting for an opportune moment to make a break for it. Hard to tell without seeing the face of the b&w.

I see this regularly between some of the stray male cats that I care for.
 
We had a cat that would do this crap for a week straight outside our window in our old place. I never understood those old cartoons where some guy would throw an old boot at a cat on a fence until that very night. I was literally looking for something I wouldn't miss to throw at the damn thing. It just went on and on.
