Just saw on ESPN where some games got protected by the networks, however several NFC East games are still available to be moved.
 
CBS was probably going to protect that game even if Dallas hadn't started out this season well. They only get two Cowboys games per season, so they don't want to lose one. Even average Dallas teams draw well for the networks.

Top rated team the past 3 years, so average Dallas teams beat great any other team.

Even bad Dallas teams are far superior ratings wise.

There was no chance of that game ever getting moved for the very reason you give.
