Honestly, I'm not fond of either player.
4 is limited. His accuracy is streaky. He CAN hit a gnat, in flight, between the eyes at 40 yards, ORRRRrrrrr completely miss a guy at 7 yards. You just never know. But that isn't his real problem. As I have been saying for years, he simply does not process information quickly. He now CAN read a defense, but not if it shifts or otherwise changes. He CAN go through his progressions, but it takes forever. This is why he stares down receivers on plays that are supposed to be quick passes. It is NOT that he is untalented. It is just that he is limited. I would NOT have given him that extension. That is stupid money for his limited skillset.
88, however, just doesn't seem to care about much of anything other than himself. I can understand the pouty sideline diva attitude from receivers, but they HAVE to back it up on the field. CeeDee does not. His 58.2% completion percentage is abysmal. He is currently:
13th in Receptions
3rd in Targets
149th in Completion Percentage
5th in yards
22nd in yards per completion
35th in yards per target
25th in first downs receiving
And these are with "hide non-qualifiers for rate stats" turned on.

I would rather have traded CeeDee than extend him.
Parsons is a trickier read. He has talent. That in undeniably true. But he just comes across like his "give a damn" is broken. Charles Haley body, David Boston brain. I'm sorry, if I was forced to trade or extend him; I'd have traded him too.
