Instead of keeping his head up and possibly having his neck jerked back by the impact with the DB, he lowered it into the defender while being tackled to protect himself. That's obviously a penalty now.

You are missing the league's gambit at grasping at straws to find unnecessary roughness in an inherently rough game.
Then the league can seem to the naked pie as if it is really concerned about safety.
