For a comp pick the formula is not exactly public but by now its pretty well known. You have to lose more free agents than you get and they have to be among the 32 highest paid free agents, players cut do not count, and how they play, and specifically how often, does matter to the formula as well for placement.

Contract size is what matters. And since we do not sign top FA for high contracts we usually get comp picks.
